Re-zoning and Planning Act submissions require Land Use Compatibility Assessments (LUCAs) to conform with section 1.2.6 of the Provincial Policy Statement (PPS).

LUCAs require that proposed changes in land use do not cause an adverse effect on surrounding land uses. This requires assessment of air and noise pollution emissions from the proposed land use on surrounding current, and as-of-right, uses, or impacts on a proposed sensitive land use from existing, and as-of-right, land uses.

Some guidance is available from the D-series set of documents, but they are out-dated and do not meet the requirements to test for adverse effects (see paper published by DiGiSci Senior Project Manager, Franco DiGiovanni). Nor do they completely meet public protection requirements set for Professional Planners and Engineers.
